I think that the graffit is in English language because author wants that is understendable to majority of people.

Because foreign languages are part of our daily life,... we basically have them everywhere. Most of TV programs are in foreign languages also music on radio is 70% in foreign languages. Basically even if you don't want hear you are forced to by your daily routines.

Foreign languages are part of our daily life. And we're not so reserved in learning and using foreign languages in general. I feel foreign language knowledge is advantageous because you don't depend on thanslations when receiving information from other parts of the world. In the case of graffiti, I think foreign language is used to achieve a stronger effect of the context - the language that enables a stronger expression is used.

we usually use the language which is understood by most people or if the target audience is a specific group of people, then we do it in a language understood to them.
